Barley is a grain... so it really depends on what rung/stage of OWL you are in. Most people don't (can't) reintroduce grains until pre-maintenance. That comes AFTER OWL.
Of course, the choice is always yours to make whether or not you eat something. Are you eating other grains... like wheat? Are you almost at goal?
If you do eat barley, I'd suggest that it be VERY limited... and monitor your body's response to it. It's like to trigger cravings for more carbohydrate (you're going to release insulin).

FYI... 1 cup has 38 net grams carbohydrate. So even just a scant quarter cup is going to have nearly 10 ng. And yes, that's with the fiber deducted!
